法案中针对外籍人才引进及留用的新政具体为以下几点：
1. Increases the H-1B cap from 65,000 to 115,000 and allows the cap to go up (but not above 195,000) or down (but not below 115,000), depending on actual market demand.
H-1B配额数量将由之前的6万5千人增长到11万5千人。并且根据每年人才市场的需求量，配额可最多增长至19万5千人，最低配额为11万5千人。
2. Exempts dependents of employment-based immigrant visa recipients, U.S. STEM advanced degree holders, persons with extraordinary ability, and outstanding professors and researchers from the employment-based green card cap.
就业移民签证持有者的家属，STEM专业高等学位持有者，特殊技能持有者，杰出教授或科研人员获得绿卡申请名额豁免。
3. Authorizes employment for dependent spouses of H-1B visa holders.
授权H-1B持有者的配偶在美国就业。
4. Removes the existing 20,000 cap on the U.S. advanced degree exemption for H-1Bs.
取消现有的每年2万美国高等学历的豁免名额制度。从此该名额无2万限制。
5. Eliminates annual per-country limits for employment-based visa petitioners and adjusts per-country caps for family-based immigrant visas.
取消每年各区域的工签申请限制，并调整各区域以家庭为基础的移民签证配额。
