　　有关省、自治区、直辖市教育厅（教委），新疆生产建设兵团教育局，有关高等学校:

　　根据教育部“对口支援西部地区高等学校工作会议”精神和《教育部关于进一步推进对口支援西部地区高等学校工作的意见》(教高〔2010〕1号)的要求，现就对口支援高校联合培养本科生等事宜通知如下：

　　一、对口支援高校联合培养本科生是指根据受援高校的需要,经支援与受援高校商定，选择受援高校的部分本科专业招收适量学生进行联合培养。所涉及的学校为教育部批准的各种对口支援西部地区高等学校项目中的学校。

　　二、以服务和促进西部地区经济社会发展为指导，在充分研究的基础上，对口支援高校双方共同制订联合培养本科生的规划和计划。

　　三、联合培养的本科生由受援高校负责招生和学籍学历电子注册(注明与**大学联合培养);培养方案由支援与受援高校双方联合制定和实施；毕业证书和学位证书由受援高校颁发，注明两校联合培养，支援高校附加印章予以认可。

　　四、受援高校要加强在相关地区的招生宣传，在招生章程中要说明相关专业与支援高校联合培养事宜。支援高校要配合受援高校对联合培养的学生进行相应的学籍管理。

　　五、联合培养的专业、人数以及联合培养的模式可由支援与受援高校双方共同商定，招生指标在国家下达受援高校的招生计划规模中统筹安排。受援高校的主管部门要在所属普通高校年度招生计划安排工作中，统筹安排好与支援高校开展联合培养工作的招生计划。

　　支援与受援高校要认真做好联合培养本科生工作，及时总结经验，及时解决遇到的问题。以往所印发的相关文件如与本文件不一致，以本文件为准。同时，各支援受援高校要以本文件精神为指导，积极探索联合培养硕、博研究生，在其过程中不提高受援高校高层次人才培养能力，促进受援高校的相关学科专业不断成长。
