许多人面对这个问题时总是用不认真、不仔细来解释，但这不是根源。前面提到，即使去检查也不一定能查出来，而且还会浪费一些思考偏难题的时间。因此，一次做对是关键。但怎样才能一次做对呢？首先，要重视熟练。古人说熟能生巧，只有多做练习才能做到熟练，心中挂一个警钟，一遇到这种题小心就能避免出错。经常做练习，看到这些题就能不假思索写出正确答案，这样就比我们草草做完，回头花大量时间去检查要好的多。

我上小学时，老师只教了二十六个字母。到了初中，英语非常差，在班级里是倒数。考试倒数，被英语老师批评，非常难过，但就是不知道怎么学，好像也没有人告诉我应该怎么学，或者人家告诉我应该怎么学，我也听不进去。浑浑噩噩到了初三，实在给逼地没有办法了，只好像很多人推荐的那样，背书，从初一的课本背起，一直背到初三的英语课本，中考也还考的不错。
到了高中，还是很迷茫。可能男生都不喜欢背书，实在不是背逼的万不得已，都不会去背书。好在我有看书，看报纸，看杂志的习惯，每天放学，只要一有时间，就到县图书馆的阅览室去看报纸，杂志。记不得是在高一还是高二，突然在报纸上看到一个正版，都是一个叫扶忠汗的台湾人写的英语学习的文章，他说，英语学习就是用英语。比如说，你学了一个THIS IS A的句型，那你就要马上把它用起来，THIS IS A BOOK。 THIS IS A DESK。 THIS IS A ROOM。 THIS IS A CHAIR。等等。用多了，用了一千遍，THIS IS A的这个句型也就会了。
我读了这篇文章，感觉非常有道理。一个句型，我用一千遍，不久会了吗？一个单词，我用一千遍，不久会了码？那怎么才能用一千遍呢？我想，对，阅读！阅读多了，不就一个句型用一千遍，一个单词用以前遍吗？
我就到图书馆的书库里找英语方面的书。可巧，我找到一本《英语学习》的合订本。里面有简单的文章，也有复杂的文章。我就从里面简单的有趣文章开始看起。简单的文章看完了，再看略微难一些的文章。记得有一篇很有趣的文章，但很难，生词很多，我就一个生词一个生词的查着看，看的脑子疼，大概整整花了两周时间才把这一篇文章看懂。就这样，一点点看下来，一本书看下来，考试的阅读理解和完型填空我就看的懂，做起来就不费劲了。
后来，高考因为英语是强项，就考了英语系。
到了大学，进了大学图书馆的外文书库，看到那么多英文书，高兴地简直要发疯。大学虽然有很多好老师，但也许自己自学自由自在惯了，课倒没有认真听多少，就是到图书馆里借书，看书，还书，再到图书馆借书，或者在图书馆的阅览室里，一呆就是一个上午，一个下午，一个晚上。
大一的时候，借书证一办下来，就去借了几本原版英文名著，但生词太多，实在看不懂，放在手里几个月，又还回去了。郁闷了一段时间，再一看，自己手里才发的《大学英语泛读教程》不也很好看，而且不难，不就很好吗？我就一口气把《泛读教程》看完了，再回头找几本简单的原版英文读物，看起来非常吃力，但拼命查英语词典，开始一天就看两页，还行，就继续往下看，慢慢地也就把一本JACK LONDON的WHITE FANG看完了。看完了第一本英文原著，长吁了一口气，哎，终于把一本真正的英文书看完了。
底下，越看越有趣，一发不可收拾，大学学英语就是自己找英文原著，开始都是找英语小说。大三的时候，看英文版的《战争与和平》，整整两个月，看的头都晕了。看完以后，又是一番感慨，这本1400多页的英文书都看下来了，再看别的.英文书就不怕了。
后来，对国际政治感兴趣，就看国际政治方面的英文理论书，美国的历史，地理，文化方面的大学教科书。大学四年下来，我读的英文书码在一起，感觉要比我的人还高。不经意间，英语就通了。
现在回想，可以说，扶忠汗先生的一篇文章奠定了我的英语学习的基础。我以后的英语基本上按照他说的英语学习就是用英语的思想去做的。现在想想也后怕。但再想想，偶然中有必然。如果自己不有意去找，又怎么可能遇到扶忠汗先生的好文章。
英语学习的起步阶段，总结前人的经验，站在前人的肩膀之上。然后指导一个合理的目标和计划，找到一个许多实践证明的成功的方法。有一个参照，再去努力，出现问题了，心里也有准备，对比一下，就知道问题是什么，如何解决，成功的可能性就要大许多。
对于后来的学习者，我个人感觉，你们的学习条件要比我当年的要好得多。特别是现在的网络非常发达，用GOOGLE可以，用BAIDU也可以，都可以找到很多英语学习的经验。有什么问题，直接把问题总结一下，写在GOOGLE或者BAIDU的搜索框里，一搜就会出来许多关于英语学习经验的结果。然后把搜索出来的网页一一打开。慢慢地，细细地看下来，尤其是现在的英语学习者的成功经验，要多看看，多想想。

大家都知道，生活在21世纪的年轻人掌握一门外语是十分重要的，尤其是英语。如何学好英语，提高英语水平，是当前很多中学生困惑的问题。其实，学好英语并不是一件难事，关键在于要掌握好的学习方法。学习方法自然是因人而异的。其实方法本身无所谓好与坏，关键就看它能否完美地与个人相结合，提高学习效率，如果一套方法能够激发你的学习兴趣，提高学习效率的话，以后要做的就是坚持下去。可能我们都见过类似的情况：有的人整日埋头读书，学得很辛苦，但成绩仍不理想：有的人则懂得“有张有弛”，学得很轻松，而且名列前茅。如果你是后者，相信你已经找到了良好的学习方法与你个人的最佳结合点了，只要持之以恒即可；而前者已经具备了一定的毅力，关键就在于提高自己的学习效率了。
想学好英语，首先要培养对英语的兴趣。“兴趣是最好的老师”。兴趣是学习英语的巨大动力，有了兴趣，学习就会事半功倍。我们都有这样的经验：喜欢的事，就容易坚持下去；不喜欢的事情，是很难坚持下去的。而兴趣不是与生俱来的，需要培养，有的同学说：“我一看到英语就头疼，怎么能培养对英语的兴趣呢？”还有的同学说；“英语单词
我今天记了明天忘，我太笨了，我算没治了。”这都是缺乏信心的表现。初学英语时，没有掌握正确的学习方法，没有树立必胜的信心，缺乏了克服困难的勇气，丧失了上进的动力，稍遇失败就会向挫折缴枪，向困难低头。你就会感到英语是一门枯燥无味的学科，学了一段时间之后，学习积极性也逐渐降低，自然也就不会取得好成绩。但是只要掌握正确的学习方法，就会有了学习英语的动力和欲望。
以下是我在学习英语是经常采用的学习方法，希望你们可以采纳：
背英语单词时，我常常把一些记不住的英文单词写在便利贴上，贴在家里各处，镜子、书架、门口、书桌上……在早晨洗脸刷牙的时候就看看，尽量不浪费一天当中记忆里最好的时间。或者是把英语单词写在小本子上，上下学时可以边走边看，如果不想被车撞的话，就看一眼单词，边看路边拼读出来吧！在记忆的时候，要努力激励自己一定可以背下来，并且规定好多长时间复习一次，在背词汇表的时候，对于已掌握的，可以掠过去不看；对于那些生词，可以采取以下策略。以四个为一组，对于连续的四个生词反复多次进行记忆，直到你在遮住右半边只看英文的情况下能够立即说出其对应的中文含义。然后再背下面四个生词。当背了5组(20个词)后，再从头把这20个词检查一遍，对于那些记不住的
词，再在纸上抄几遍，以加强记忆。这样才不会让自己的词汇量有所短缺。
如果你想补充一下你的课外词汇量，就可以在做阅读题的时候，遇到不认识的单词先做记号，并猜测他们的意思，等到把全文看完后再从字典上把他们的意思找出来，具体的做法是找一本笔记本，把他的一页从中间对折，然后从字典上把英汉意思抄上去，英语单词或词组抄在左边，汉语意思抄在右边，然后对所有的词汇背三遍，先汉英对照背一边，然后分别只看英文或汉语解释背一遍。这种方法记忆的量大而且比较牢靠，只是需要十分刻苦的人才可以做到。
记得以前在李阳疯狂英语那里学习的时候，就有李阳三最口腔肌肉训练法，记住什么是三最。三罪就是“最大声、最清晰、最快速。”我们可以找一篇经典的短文或是一些句子进行联系。持之以恒，坚持练习，你的口语一定会取得很大的进步。
还有一些同学是在英语听力这方面比较弱，我个人认为，语音是一门语言的基础，只有学好发音，正确的读出来，才会听得懂对方再说什么。专心听懂一段英语对话比囫囵吞枣的听了长篇文章的效果要好得多。我们记忆单词平时是用眼看心记，虽然你是认识了这个单词，但很可能你还是听不懂这个单词，听力练习时是用耳朵对单词的再熟悉。英语听力并不是听的时间越长就越好，而是需要效率，时间太长只会
让你觉得耳朵变得迟钝，大脑反应变慢。所以我们贵在精，而不在多，每天你可以只听一个小时，甚至半个小时，但你一定要保证这半个小时你做的完全是有用功，而不是无效的仅仅是在于需要一个量的安慰。听不懂是很自然的事情。提高听力是需要时间的，也没有什么捷径可走。慢慢练习，坚持每天听一定时间的'英语，把自己融入英语的世界里，随着时间的流逝，你会看到成绩的。
身边有好多同学对英语作文感到吃力。英语作文其实只需要掌握两方面，一是词汇，有充足的词汇量不担心写到一半卡壳；二是语法，学会正确运用语法很重要。词汇和语法掌握好了，你还怕作文不给力么？另外还有个比较笨的方法，背范文。好用但是吃力、耗时，我不喜欢。
每次考试之后，仔细看自己的试卷，哪里该错，哪里不该错，总结经验，下次绝不再犯。如果记性差或是要总结的比较多，最好拿本子记起来。不记得在哪看的，优秀的人是不会在同一个地方摔倒两次的
上课要认真听讲，不走思或尽量少走思。不要自以为是，要虚心向老师学习。不要以为老师讲得简单而放弃听讲，如果真出现这种情况可以当成是复习、巩固。尽量与老师保持一致、同步，不能自搞一套，否则就等于是完全自学了。入门以后，有了一定的基础，则允许有自己一定的活动空间，也就是说允许有一些自己的东西，学得越多，自己的东西越多 。
有紧迫感是促使你努力学习的方法之一。养成习惯，观察你的竞争对手或班上成绩好又刻苦学习的同学。看到他们在课桌上奋笔疾书时，你难道不会想学习么？每次我松懈下来的时候，都会想：你不是一个人在奋斗。其实学习就像攀岩比赛，如果你不努力，你下面的人就会爬上来，把你踩在脚底下。同样的，爬得越高就越危险。竞争就是这么残酷，学生就是这么身不由己。

很荣幸今天能站在这里跟大家交流一下英语学习经验。我的一些情况刚才主持人已经说过了，就不再重复了。直接进入正题吧。现在既然大家坐在这里，说明大家还是对大学阶段的英语学习有一定规划的，至少是有一些想法要提高自己的英语水平吧。我去年这个时候，基本上什么都不知道，对英语怎么继续学习也比较茫然，不知道你们现在有没有这个感觉。现在先说一些我在大一时的英语学习经历吧。
我是分在三级班，班里的同学一般英语都很强。读写课还行，听说课曾让我郁闷了很长时间，几乎每次上听说就很紧张。因为我课上比较沉默，不爱发言，正好跟听说课的主旨相悖。我的口语发音还行，就是感觉英式思维不是很敏捷，总担心对话时答不上来，脑子一片空白怎么办。记得当时对比挺明显的，班上很多同学课上表现非常积极，给我压力很大。但是，压力归根结底还是要化为动力嘛。我就每天起很早，去操场晨读。有句话叫笨鸟先飞，我基本上就是这种类型的，我把上课要讨论的话题先自己说一遍，上课的时候就反应比较快了。有一点好处，应对老师突然点名很有效。不过有的人说这样是不是有点假。但是我觉得，还是在于你怎么看这个问题。你花了时间，自己开动了脑筋，锻炼了自己的英式思维和逻辑思维，这个过程是在课堂还是课下，应该没有多大的区别吧，最重要的不还是你自己的speaking得到提高了吗。 说到晨读，我必须要告诉你们一个好消息，习惯晨读的同学加了英协可算是找对组织了。每天都有集体晨读还有权威人士领读呢，这一点真的很好。大部分同学应该跟我差不多，英语学了六年，几乎不放假的话每天早晨都有至少半个小时的晨读时间吧。你看现在，晨读的人很少，大家也会慢慢的丢了这个对英语学习非常有益的好习惯，真的很可惜。我的英语基本上是读出来的，我从来不去抄什么单词，或者大量的做英语题，我就是读。读的过程中，培养语感是肯定的，还有单词啊，在语境中记单词我认为是最好的方法。就这样一直坚持着，自己课下多下一点功夫，课上老师要求怎么做就很认真的去做，也很好的利用了网上的`学习资源。不知道你们现在英语课上过机了没有。个人认为视听说教程的outside view, listening in还有unit test质量是相当高的。你们可以去听课外的BBC,VOA，听地道英语，但一定不要忽视了我们已经有的学习资源，一定要好好利用。我虽然偶尔也会偷个懒，尤其是天冷了以后就不怎么晨读了，但是英语学习也没有忽视。这样，我的大一上学期就在对听说课的紧张和恐惧中度过了，不过期末考试包括口语考试成绩还挺好。应该是有一定收效吧。
下学期，开学不久有一个全国大学生英语竞赛。先是初赛，没怎么准备，因为当时觉得这比赛那么大自己也就是试一试。没想到获了一等奖，咱这个校区是有12个人，可以参加复赛。复赛分口试和笔试。当时看到口试我很无语，但既然已经有了这个机会怎么也得拼一下吧。我就每天早晨背四级口语考试题，穿插着再读读读写课的课文，记记单词，一直坚持到复试结束。复试之后获得特等奖。这个特等奖对我来说挺
重要的。因为在综合测评里面素质发展分决定最终获奖名次。我去年虽然是学习成绩第一，但是如果没有这六分，国家奖学金竞争就激烈多了。你看关键时刻英语还是相当重要的。还有以后的考研、出国啊，都非常重要，再想远一点，就是以后工作了，还是对英语有要求。所以现在不能把对英语的要求降低，没有像高中一样那么紧张的学习，就严格要求自己，不要等到那些高中的底子用的差不多了不够用了，才知道应该早早地重视英语。有一个常被人提起的现象，就是大学英语水平还比不上高考之前。如果到了这个地步，就应该好好反思反思了。
这个学期，我要考六级了，现在还没有开始准备，不过也得抓紧了。词汇量需要扩充不少。我刚在图书馆借了几本六级的书，晨读计划估计又要开始了。
这些大概就是我的英语学习情况了。我没从听说读写这些方面一个一个的说，感觉作为一个大二的学生，那些方法肯定说的也不专业不权威，就是简单的讲了讲我前一年英语学习的历程。这些你们也是要经历的。我只希望你们能从我的经历中吸取些经验教训，然后好好地去规划自己的英语学习，毕竟每个人的学习方法学习态度都不一样。最后祝愿你们在英协获得理想的进步！谢谢

do you think it is legal for the two departments to reject liu’s application?
i don’t think so. and, government officials should post their financial information voluntarily.
argument 1#, according to chinese government information publicity regulations, government officials should disclose their financial information. the regulations stipulate that all the government information, which relate to the immediate interest of citizen, corporation or other organization and need to make the public know and participate, should be disclosed. but why liu’s application is rejected? because the authorities said that such a disclosure was "beyond the scope of voluntary information disclosure." i don’t think so. all the state agency and state functionaries must depend on the support of citizens and should keep good relationship with them. they need to listen to the suggestions and receive the supervision from people so as to serve the people better. now their financial information disclosure is the officials’ obligation but not right. on the other hand, government officials are paid by the citizens; their salaries are a matter of public interest. so i think the government public information should include the official’s financial information.

①多读
英语要学好，其实没有什么宝典秘笈，重要的是多读，光会做考试的巨人可不行，语言可是要学以致用的。在每天早晨，当你第一眼看到透过窗帘射进来的阳光时，不要在赖床了，起床读英语可是一件好事。早上地记忆力是最好的，读读英语课文，单词，还有助于深化印象。光会写单词可不行，要会读，看好音标，发音一定要准确。这样你学的英语才有用，语言时说出来的，可不是写在卷子上的。
②多听
说完了多读，多听也是一项不可缺少的项目。别真到了用上英语的时候，你自己侃侃而谈之后，别人说什么你想听天书一样，那也是没用，语言使用来交流的.。
应该多听一些外国人说英语，开始的时候，能听清几个单词算几个，如果你们的学校有外教，那就更好了，在口语课上一定要尽量仔细听，这是提升你英语口语水平的好机会，也要多和外教交流。想在看电视时，加入看的是一部英国或美国电影，最好强迫自己不看字幕。尽量去听其中的英语对话。另外，也可以试着听一些英文歌。
③多看
多看一些英文读物同样是一个提升英语水平的好办法。我在家里，母亲常给我买《书虫》以及其他的英文读物。这可是考验你平常的词汇与短语积累的机会，先阅读一遍，又不会的地方先更具上下文猜测一下意思，实在不行就看注释，那些生活常用的短语啊，单词啊，句型啊，一定要多做积累。当意思通顺，单词发音掌握后，就大声的读，训练自己流利的读下来。有些电影都是中英双字幕，可以在看电影时，不让自己看中文字幕，先看底下的英文字幕，能看出大概意思后就要和上面的中文字幕对照一下。英语也要灵活，这样中英对照多了后，你会发现，其实往往你为一个单词抓耳挠腮百思不得其解时，其实可能另一个单词换上后一切问题就都迎刃而解了，在英语中，一个单词其实可以代表其他相近的意思。
好了，其实学英语要我说，也就多读多听多看。自己平常的积累也是很大的一部分。
